Murky trade waters: Regional tariff commitments and non-tariff measures in Africa

In several African regions, economic integration has successfully reduced tariff protection by freezing the opportunity to raise applied tariffs against fellow partners above those promised. this paper, we examine whether regional commitments on continent have come at expense of adverse side-effects prevalence other - nontariff trade barriers. More specifically, not only amplified overhangs difference between Most Favoured Nation (MFN) bound and effectively for members World Trade Organization (WTO), but also sharply their policy space within Africa, thus leaving regulatory policies such as sanitary phytosanitary (SPS) measures technical barriers (TBT) two few legitimate options level playing field with market competitors. Comparing effects towards all vis-a-vis trading SPS TBT notifications 35 WTO 2001 2017, find no overall relationship import regulation in our preferred model setting. By contrast, larger specific intra-African relations a significant share increasing probability TBT. Our findings important implications future Pan-African under recently launched Continental Free Area (AfCFTA) that success fostering continental does exclusively depend realisation liberalisation, same time mindful coordination non-tariff provisions.
